Electronic Document Submission System (EDSS)

A.  General Information

EDSS is a service that may be used by self-represented parties who need to file documents with the Court as an alternative to mailing or bringing the documents to the courthouse.  Documents will be processed by the next business day. Bankruptcy petitions may not receive a case number until the next business day.

Filing with EDSS is governed by the Federal Bankruptcy Rules, the Local Rules of the District Court for the Central District of Illinois and the EDSS Policy here.

B.  Filing Fees

C.  Unauthorized Users of EDDS

Attorneys and non-individual creditors must e-file using CM/ECF and may not use EDSS.

Unauthorized use of the EDSS is prohibited and subject to prosecution under Title 18 of the U.S. Code. All activities and access attempts are logged.

D.  Filing Proof of Claim

EDSS should not be used to file a proof of claim. Proof of claims can be filed using the Electronic Proof of Claim (ePOC) system here.

E.  Creditor Matrix

For new cases, a list of creditors (matrix) is required. To ensure your creditor matrix is uploaded in the proper format, please review the matrix guidelines here.

DISCLAIMER: The use of EDSS requires some computer expertise and the Court cannot help you use your own equipment. If you are not comfortable using your computer, scanning documents and/or creating and manipulating PDFs, please mail your documents to the Court or file them in person.

9. I understand the Electronic Document Submission System is provided as a convenience to pro se filers and a filer’s authorization to use this system may be revoked at any time in the Court’s discretion.
